If you haven't seen the new update, you'll see it shortly. Plato has announced that Dictaroship and civil wars will change. Here's how:
1. General change: only a 25 lvl or higher level clone can create a Military Unit. I'd say that's a good thing, by that level (if you didn't just do a bunch of clicks without reading anything first) you kind of get the handle on the game and understand how it works.
2. Dictatorship change: in order to open a Civil War, your MU must be at least 60 days old. Again, I'd say it's a good thing.
3. Dictatorship change: Commander of the MU must have gained his title at least 14 days ago.
In connection with the previous 2 changes, if you want to start a Civil War you basically have to create the MU 60 days ahead of time. Being the leader, you already have 25 lvls and will have passed the 14 day clause. So.. looks good to me.

4. The Dictatorship mechanics have also been revised and a Daily Dictatorship Upkeep cost will be introduced.This is where it gets yucky.
In order for the dictator to remain in power, a daily currency fee will be automatically deducted from the Country’s Treasury. - so you basically have to pay a tax, as a country, in order to have a dictator.
If the payment can not be done, Democracy will be reinstated automatically and Dictatorship will be removed without any liberation war. - so you pay or you lose. Kind of extreme, given the cost to start a dictatorship.
The amount of money needed for the Daily Dictatorship Upkeep will be 50% of a Country’s Income, with a minimum value of 25 Gold at Monetary Market Exchange Rate. - YUUUUUUUUUUUUUUUUUUCKYYYYYYYYYYYYYYYYYYYYYYYYYYYY
This is where the changes get dumb. Having to pay 50% of daily income is wayy too expensive, especially in our case. Having rents to pay, money to give and other costs, this change has basically just killed the dictatorship module.
The Upkeep will be in effect starting 31st of March 2017 (Day 3,419), thus giving all countries time to set their political affairs in order.
